I've never heard of a reading that low, the computer actually may have something wrong with it in that case. As John says (and it is heresy!), the computer isn't always accurate. However, I have found that my is always within 3 MPG of the actual mileage, and, it always errs on the side of being too low. So, worst case, I'd get 25 MPG for instance, and it would indicate I was only getting 22 MPG. My car used to be an automatic (is yours?), and with the automatic and 100% in city driving, the worst I ever got was about 16 MPG. Now that it's a five speed, MPG went up a few either city or highway. During my dailing commute, which is stop and go most days, and also some city and short trips mixed in there, I get about 26 MPG.
11.4 is definitely way off any reasonable failure, even if your plugs, wires, air filter, fuel filter, O2 sensor, and air mass meter were all bad! Measure yourself as John says, and see what's up.
