You have replaced a cable on a hunch? or from taking readings? If your getting a strong voltagd AT the starter there is nothing wrong with cable to starter. If there is no voltage developed from the starter frame to the neg batt post that means good ground. The starter is suspect to me with a new battery (you have checked the charge level to make sure the alternator is working to design level?) and it can be check at any shop that has a system load tester. They just intercept the pos. cable at the batt, insert a calibrated device (shunt) to give voltage output for current thru it and they will tell you what the starter draw is, alternator output and batter condition.
