As the car ages, the seals in the system just aren't as good as they used to be. The pressure bleeds down faster, so you get the Brake Fluid and Anti-Lock lights longer during startup. This is normal - none of us gets up to pressure as fast as we used to.
30-45 seconds isn't usual for an older car, especially one 12+ years old. What matters is that the lights go out, and they stay out when driving. The ABS pump just needs to run a little more frequently to keep up with the leakage. No big deal.
Frequent (every 2 years) flushing of the brake fluid helps to keep the brake system in good shape - dirt and moisture in old brake fluid breaks down the seals faster. If the brake fluid is more than two years old, replace it - you may see slower leak-down times.
Again, as long as the lights go out and stay out when driving, don't sweat it. Your only other solution is to go through the system and replace all the seals and valves. Seeing as this will cost about twice the value of your car (call a dealer and price some ABS components) - it's just not worth it.
