Help! Clutch bleeding not working! Stranded & stressed

I have replaced my clutch master before (89 9ks, by the way), and pressure bled using the highly acclaimed inner tube/bicycle pump method. Always successful in the past, but now I cannot get the new (or old) master cylinder to work!
When pressure bleeding, I get fluid coming out the bleed valve. As expected. However, no matter how much I bleed, the clutch pedal remains unreponsive (it comes back up after being depressed, so there's no problem with the internal spring).
With a volunteer operating the pedal while I observe the clutch reservoir, there is no change in the reservoir level with the pedal motion. Again, if I apply pressure at the reservoir, I can force the fluid through.
What in God's name is going on here? I am doing everything the way I'm supposed to, but this time around the car won't respond to treatment.
I don't think it's the friction plate frozen to the input shaft splines -- I don't see the slave cylinder moving at all with pedal movement.
I wonder if the supply line from the reservoir is blocked sufficiently to interfere with normal operation, but doesn't reveal itself in pressure bleed mode? Any ideas?
