turbo boosting problem 93 9K CDE

I have a 1993 9K CDE turbo, it has just turned 200K miles. The problem is in the boost of the turbo, that is, when it wants to boost. Its a very inconsistent problem. Some days the turbo will boost without question(still has excellent boost) other days you step on the accelerator and it nose dives and will not go, almost acts as if TCS kicks in. Even on the highway or open roads at crusing you can fell it cut out.If I pump the accelerator just right the turbo kicks in. There is no smoke or noise with the turbo when it does work and it works very well. I seems to work better on wet rainy days, not sure. Sometimes the gas pedel will hit a resistance, almost like some safety mechanism is trying to prevent the turbo from boosting or there's something stuck under the pedal. When I feel that resistance I know I can get the turbo to boost. I have had a couple mechanics look at it and even put a tech II on it. No one can seem to pinpoint the problem. The APC has just been checked. DI cassette is about 50K miles old, I use syntheic oil. Putting in new plugs, filters, hoses etc. Anyone's help on this would be greatly appreciated.
