Michael is right on. The fuel tank sender goes to the EDU, and the EDU actually drives the gauge.
The EDU is a circuit board with the display on it. It has a 'harmonica' type connector - the board has printed circuit fingers that plug into a long, narrow rectangular connector. My guess is that the board is loose in the connector. The solution is to reseat the board. This requires the same effort as replacing the EDU bulbs - removing the dash top and lifting up the instrument cluster some.
