It is the black thing with the three hoses coming out of it, located in the front of the engine bay on top of the cooling fan shroud.

Before performing this test, go ahead and first check the other items as described by KL and zeke.

If you want to isolate the problem to the solenoid, then unplug the vaccum hose on the center solenoid nipple (the nipple will have alittle "W" on it). The W stands for "watstegate" and, if disconnected, prevents the APC system from limiting boost. Don't worry about replacing the little metal clamps on the hoses, the hoses will stay in place without them.
Now, with the wategate hose disconnected, do a test run. Apply the throttle CAREFULLY, SLOWLY, GRADUALLY and see if you get full boost. If you do, then your APC solenoid is possibly bad. However, there are other potential trouble spots (ECU, Pressure Sensor etc.). At the very least, you will know for sure if your turbo still funcions.

Keep in mind that with the wastegate disconnected, there is nothing to limit potential boost spikes and you will hit the fuel cutoff and/or overboost the engine and/or over-rev the turbo if you apply too much throttle.
