I don't know about a regular service interval, but I was up against the same thing last year with my '92.
I avoided the dealer, and went with a shop that specializes in AC. There aren't a lot of things special to the Saab AC, but I want an AC expert.
In general, they should test system pressures, and test the effectivity of the system by measuring output temp. As to servicing, if the refrigerant level is low they'll top it off.
A check you can do yourself - make sure the AC radiator fan comes on with the AC. Look in through the front of the grill - you'll see a little fan on the front of the radiator (not the big fan on the back). That fan should come on whenever the AC compressor engages.
My system checked out fine - normal system pressures, normal output temperature. No need to add anything. $40 and a nice warm feeling, which was an equally nice cold feeling come summer.
