If you have a voltmeter or testlight see if there is power to BOTH sides of fuse 3 and 4 for high beams and fuse 1 and 2 for low beams. If you don't have a meter or testlight you can check the circuit by:

Making some short jumpers with male contacts the same or slightly smaller than the monitor's contacts. Here is what you jumper: refer to the monitor bottom, read the identifiers, make jumper from 56a to 56aL and 56aR for the brights and on 56b jumper to 56bL and f56bR.

As for filing electrical contacts its never a good practice. It would be better if you removed those female quick disconnects in the base socket which recieves the relay prongs and slightly compress the contact faces to grip better. They can get loose if cycled lots or if marginal to begin with. You would be making sure of low resistance contact. This is unnecessary if you have full voltage at the fuses. That tells you its getting there unimpeded.
Lots o' work its easier to get a meter. This will tell you there is power to the lamp bound wiring and sockets. If power at sockets is there a good connection to ground??? which is bolted to chassis just behind headlamps.
