You've got two problems. The battery seems like it is due for replacement or at least TLC. Have you checked the acid level in each cell? Top them up to bottom of filler tube with DISTILLED water, then give the battery a charge. Check the battery connections and leads - clean the contact surfaces and tighten securely. Make sure the leads are in good condition as they do lose conductive power over time. Check the ground connection. If that does not improve things, have the battery tested - I'd suspect a cell going bad.
Re the wipers, I can only guess. Either the motor is faulty and drawing too much current - which I would think to be reproducible. Or there is a feed wire rubbing against a metal surface intermittently. That draws a lot of amps presto and the fuse blows.
