It is normal for the ABS light to come on when you first switch on the car, and then have the light go off a few seconds later. The amount of time it takes depends on a lot of things. But it (and the Brake Fluid Light) should both go out. Normal operation.
The fact that the light comes on when you press the brake pedal means that the ABS system is failing a self test. It's seeing the pedal pressed, but one wheel isn't at the speed it expects. This can be due to a bad wheel sensor. Cleaning the ABS sensor contacts is a good idea, as BMN says. But a dealer should be able to read out the fault codes. If it points to a wheel sensor, then replacing the sensor is probably a reasonable move. If it points to replacing the ABS controller or some equally $$$$$ box, insist on more troubleshooting. If they won't do more troubleshooting, take the car to someone familar with Saabs that will. Boxes don't often fail, but the dealer would rather replace all the $$$ parts than troubleshoot. I rather spend an extra $80 for an hour or so of (decent ) troubleshooting than to pay $1000 for an ABS box, and find it doesn't fix the problem.
