91 9KT white smoke

Hey all-my 91 9KT hasn't been used in a while and I'm getting ready to ship out so I need to either fix and sell or just sell her as is. Auto 115K, everything has been replaced-you name it its been done-a real fortune. Now there is white smoke coming from the exhaust and headers about a minute after startup. From what I can tell there isnt coolant in the oil and I just changed the oil a short while ago-its topped up. However, the turbo is red hot-literally. Is there a water line in there that isnt functioning? There is also a definite difference in the sound of the turbo spool up-far louder now-like getting ready for takeoff. More acceleration=more smoke. How to tell if this is a head gasket or turbo job? The smoke doesnt smell and it is a true white-no blue like oil or coolant smell. Next step is since funds are really tight, how much? As in sell as is or fix and then turn over? Any help is appreciated-thanks-John
