Serpentine belt tensioner gone? >>>

While refitting the serpentine belt recently, I noticed that the tensioner seems to have changed the way it...well...tensions. It's hard to describe As I was compressing the tensioner to apply the belt, the tension felt less linear, less controlled.
Are these tensioners a combination of hydraulics and a spring?
If so, I think I might have lost the fluid in mine. I would imagine that this would cause the belt to slap around a lot more because the tensioner would bounce all over the place, like a wheel with a bad shock.
Any Ideas?
