I'd have to suspect that you pulled the wrench too slowly. Torque-ing is a bit tricky, in that you have to pull the wrench smoothly and at the right speed to get an accurate reading. It's particularly critical on small, low-torque bolts (also, that low torque spec is probably right at the low end of your wrench, which is bound to be where the wrench is the least accurate).
To prove to yourself that speed matters, find a bolt somewhere that isn't critical (that needs to be torqued in the range of 30 to 50 ft-lbs), loosen it, then torque it while pulling the wrench very smoothly and very slowly. Now (if it doesn't break!), loosen it and torque it again with a smooth, assertive pace. It should be apparent that the molasses-like pull tightens the bolt a lot more than the brisk pace. I first discovered this when torque-ing plugs in an aluminum head. Pulling slowly, I was sure the threads were going to strip (I'm lucky they didn't). You have to establish the right pace through experience.
Then agian, maybe you just encountered some weak threads!
