Not to be picky, but a test of what?
The output of the O2 sensor is close to zero (about 0.2) for a lean mixture, and high (0.9 volts) for a rich mixture. When everything is working properly, the voltage swings between 0.2 and 0.9 about once per second. It does that because the Engine Control varies the mixture back and forth from a little rich to a little lean.
If the O2 sensor voltage is stuck at 0.9 or 0.2, that doesn't necessarily mean the O2 sensor is bad. It might just mean that the mixture is really rich (say a bad fuel pressure regulator) or really lean (vacuum leak, bad FPR...), or in either case, the AMM is wrong.
The signal out of the O2 sensor is just a symptom. It may indicate a bad sensor, but it can also be telling the truth.
