I know that you said your bulb holders are rusted out (is that something normal for these cars, considering how young yours is?), but I installed PIAA replacement bulbs into the existing fog lights in my '98 and they are extremely bright. I went with the Super White H3's. Got 'em from Autobulbdepot.com for $25. I see now that they have even more powerful ones (a little more $$ as well), but PIAA bulbs are DOT compliant.
Granted, my lenses are not cloudy, and my holders are still like-new, but if you can figure a way to make your holders work (or get some replacement fog-kits from a junkyard), these bulbs make a world of difference compared to stock halogen H3's.
Also, if you modify your existing kits to accept a PIAA unit, your lenses are still cloudy. You will need to find a way to clean them up from the inside. The guys at that bulb website have told me that if your lenses are cloudy or yellow, it diminishes the output of the bulb quite a lot.
