I'm going to guess that the heater core was leaking, and that's why they cut the hoses. However,
It's not Saab's responsibility to reconnect the heater hose on their own dime. You would definately have to pay for that.
As to getting the core replaced under the SRS recall - it's worded that they will replace the core if they see visible leakage. Since the core isn't visibliy leaking (of course - it's got no coolant in it!), they don't HAVE to replace the core.
I would say under the letter of the recall, you are out of luck. However, if you talk really nice to the dealer, and pay to have the core reconnected, they might, just might, replace the core if it then starts to leak. But they would be doing it out of the kindess of their heart(s), and to keep a good customer. Lean heavily on the "I'll be a good customer" part.
Wow it really is comfy in So Cal if you never noticed the heater core was disconnected.
