Not to side with the dealer, BUT:

I had to have the high pressure power steering hose replaced on my '98 CSET with 48K miles on it. It was showing signs of leakage right behind the driver's front wheel. I took advantage of the warranty before it expired (I pointed out the hose to them, among other things). I also looked at a '98 CSET about 2 weeks ago, and the used Saab dealer that I saw this out told me they had to replace the same hose I just had done when the car came in, and this car has 47K miles on it. Check yours and see if it has the same problem.

Don't know much about the water pump. Ask why they think it has to be replaced.

Good luck with the "friend". By chance, do you happen to know what he's driving in? Probably nothing as exciting as a 9K!!!!!!!
