ACC or relay/fan motor problem ?

Hi,
Over the past week I noticed in my '93 9000CSE the ACC is no longer
varying the fan speed no matter what temp ACC is set at. This happens in
both AUTO and ECON. The fan appears to be blowing at full gale.
When I manually override it by stepping down, no reduction occurs
with each push of "down" button, then after several pushes the fan just
comes to a full stop. Setting different temperatures still makes ACC change vents from panel to defog (and automatic fresh/recycle toggling still works). The in-cabin sensor also appears to work fine.
Is this an ACC computer fault or more to do with the fan speed relay
and/or blower motor ? One local independent Saab shop suspects it's the fan getting old and thereby sending too much amperage to the relay, causing it to blow out. He's not TechII-equipped and suggested replacing the entire motor and relay for Cdn$1000.
Should I get a second opinion from a Saab dealer ? What should I ask them to check for ?
