I've restored a few sets of wheels though never Saab wheels specifically. Definetly use a paint stripped. The ones in the spray cans are terrible. I ended up using "Dad's" brand that I found at Walmart. It worked well but is very caustic and required a couple of coats. If you have access to comercial stuff or real aircraft stiper then certainly go for that. The wheels are actually painted and then clearcoated now, so repainting a diferent color is no problem. I didn't use primer as it is not as necisary with aluminum and my results were good, but you might want to use it anyway. Make sure the surface is VERY clean before painting. Below is a pic of a wheel I did for my old '77 Firebird WS6.
