The best place for a fan control switch is in the cylinder head. Even then typical mechanical switches have too much hysteresis between the turn on and turn off points to keep the engine temperature relatively constant. Electronic fan switches sensing the cylinder head temperature can turn on and off the fan(s) with a few degrees change in the engine temperature. The Townsend web site has an electronic fan control.
