I assume that when you disconnected the APC solenoid from the wastegate actuator, you pulled the hose that connects the two off. The wastegate actuator is one way the car controls boost by basically adjusting the efficiency of the turbo. Too much boost, the boost pressure making it to the wastegate actuator moves a lever and the turbo pumps less air.

But since you've got a '95, that car has a Trionic fuel control. The Trionic can also control boost in other ways, such as reducing fuel flow and a few other neat tricks. That should explain why you could get You've Got To Be Kidding boost early on, but now can only get Way Too Much boost now. There are more things controlling boost than the wastegate actuator.

Replacing the boost solenoid is a good thing to try, but remember, something drives it. If the solenoid isn't getting the right signal, you won't get full boost. Or maybe your engine is knocking, and it's trying to dial back boost. You can still get knock with 93 octane (US measurement).

First off, make sure you have the EXACT NGK spark plugs specified in the manual, gapped to EXACTLY the number in the manual. No if, ands, or buts. The engine control uses the spark plugs as a knock sensor, and the wrong ones will wreak havoc.

Next, try an Adaptation Run. Check the archives, or the Townsend Site. This causes the Trionic system to 'recalibrate' itself. You might get all your boost back.

Beyond that, start checking the archives. There is a ton of information on 'base boost'. But remember, your car has Trionic, which showed up around '93, so some of the information you'll see for earlier cars won't apply.
