the resistance on a AIC valve is a very crude way of deciding if it's bad or not.
You only measure 1 point out of hundreds of possible positions that the valve works within.
One way to measure resistance is to rotate the valve and stop at several positions checking the Ohm reading, and you may end up finding the blind spot that's creating the problem.
The early AIC valve post 88 was fairly possible to check this way but the 2 pin AIC valve, 88 and up, is almost impossible to check with a Ohm meter.
And as for the new style 3 pin AIC pre 90 I haven't found any bad ones yet so I don't think it's a big problem.
Almost all the times it is a vacuum leak or adjustment of throttleswitch and butterfly that is out of whack.
