The cam followers (lifters) are hydraulic, driven off of engine oil. At idle, when oil pressure is lowest, some lifters get 'lazy', and you'll hear a clicking. I don't think it has anything to do with getting wet. What's more it may not even be the lifters - the fuel injectors like to click, also. Take a piece of rubber hose, about 1/2 to 1 inch in diameter, a couple of feet long, and hold one end to your ear as you move the other end around the engine compartment. It does a good job of isolating & locating sounds. Frankly, Saab engines tend to be a little rattly at idle, and I don't think it's worth pulling the cams to put in new lifters just for that.
As to the slow acceleration, if you don't get much turbo boost, then the car won't accelerate well. Once you fix the boost problem and get full boost, THEN see if you need to do more. I'll bet the car runs much better at full boost.
Do you get NO boost (needle never gets into the yellow), base boost (needle half-way into yellow) or something else?
