That bleed lets pressurized air out of the line from the APC solenoid to the turbo. The pressure of that air will increase with increased boost. I suspect that the noise you're hearing is the air escaping from the bleed.
Just a recommendation on my part, but I wouldn't make APC/Turbo modifications on a system that isn't working properly. If you're not getting full boost without the bleed, fix that problem before you start modifying the system. For all you know, the APC is desperately trying to dial back boost to prevent knock, and your wastegate bleed is preventing it, and there is quiet but damaging knock.
A normal turbo system should boost to the end of the yellow/beginning of red. If you're getting less than full boost, please find out why. Check the archives under 'base boost'. What you're doing is the turbo equivalent of putting in a bigger fuse if the proper one is blowing.
