The turbo needs a load on the engine to produce boost. The best way is to find a long, straight, steep hill, to test for boost. Alternatively, you could drive with one foot on the brake and one on the gas (not TOO much break mind you!). Either of these test will let you know what true max boost on your car is.

It shouldn't enter the red unless your gauge is significantly out of whack, max boost on your car is only 11 psi. With acceleration suffering though, you may indeed have some problem, but I wouldn't automatically attribute it to the turbo. In fact, that is almost the last place I would look. The other poster is right about the turbo - the manufacturer is
'Garret AiResearch'. Garret and AiResearch may have split up since 1988, or may still be together, I don't know. I'd bet on something being messed up in the process of the head gasket repair, or something that just happened to go wrong at the same time.
