Dennis,
I presume you have a model with a non-switchable TCS.
If you are lucky, it is either the check or the safety valve, located on the firewall, passenger side and on the driver side wheel well respectively. Try these ones first with a known good one (they are not expensive. Make sure you have no vacuum leaks.
Not to disencourage you, but I tried almost everything on my '92 fpt, but it displays exactly the same behaviour as yours, especially after a 'warm start'. What I'm looking at right now is the electronic throttle housing. It is narrowed down to there. The electromotors in that part seem to go after at most 120K miles or so, at least get vulnerable to occasional imperfections causing the limp home mode to activate.
BTW, the electronic throttle housing is located on the driver side (continental & us btw) of the inlet manifold
If that is the case, get ready for a major spending. The part will cost me, being in NL, around $600. About two hours of work.
Have it diagnosed with the Saab test gear at the dealer's, before going that route.
