It depends on front/rear balance, yes, but this has more to do with weight distribution. What we are doing is trying to compensate for less-than-optimum weight distribution (vertical distribution, as well as longitudinal). The fact that anti-roll bars are necessary at all is rather an admission of failure from the suspension designer's point of view (but remember, he can only work with the car the rest of the designers give him).
Stiffening the roll response of the front relative to the rear will have the effect, as you say, of increasing understeer or reducing oversteer. More roll at the front relative to the rear will decrease understeer or increase oversteer. This is why choice of springs is also important.
