The hooter vavle will cause this. It's also called the turbo bypass valve, located at the inlet to the turbo, it has a line going to it from the control just foward of the battery. The control has 3 lines on it, find the one that goes to the valve and suck on it. If it doesn't hold vacuum, it's no good.
