When the EDU voltage indication drops down, do you see any other changes? Do the headlights or dash lights dim? Any dashboard indications (battery light?) The first thing you want to do is determine if the voltage is actually dropping, or it's just an indication problem in the EDU.
If the system voltage is actually dropping, the lights will dim. If you don't see this, then the problem is probably a wiring (ground?) at the EDU. If the lights do dim, then it's probably in the alternator system. If the alternator is actually going off-line for a bit, you should get a battery light, as the battery takes over the load the alternator has shed. My first guess there is bad brushes, which are part of the voltage regulator. If you isolate it to the alternator, just replace the voltage regualtor assembly. That gets you a new set of brushes and a new VR at the same time. It just isn't worth trying to get down to too detailed a root cause, and run out of juice on the side of the road in the process.
Make sure the battery connections are all good. Actually remove the connections, both from the battery post and the connection (distribution block or chassis) and clean the connections. Cleaning the outside does no good; electricity is flowing between the contact points, which you don't see unless you disconnect the parts. Inspect the battery cables - do you see a whitish or greenish powder inside the copper leads at the ends? If so, replace the cables.
The EDU voltage works by averaging the voltage over a period of about 3 seconds, then updating the value at the same interval. So if you had a bad connection to the EDU where the voltage dropped to 0 for a small portion of time, on average it may appear as 11 volts. On the next update, it will look fine. Remember that slow update rate, which is common with many digital voltmeters.
