HELP!!! My ACC Fan Continually On.

My 93 9K CSE acc fan does not turn off. These are the simptoms:
This is what normally happens:
1. I start car and ACC system starts in auto mode. (Its not doing that now)
2. When I press the "OFF" button The fan is supposed to turn off. (It stays on)
3. When I press the fan speed adjust buttons the speed will incerase/decrease as selected. (I get no response)
4 The ACC system is OFF, I hear no fan noise. (In the OFF position the fan continually runs)
HELP!!!
- The only thing I have done was try to calibrate the system. (Didn't work)
- I suspect a faulty relay.
These are the good things happening:
- the AC compressor still turns on and the temp control seems to work. The only time the fan dies down or to a low speed is when the desired temperture is reached.
This seems like an easy fix but I don't want to start tearing into it without asking this site for some possible solutions.
THIS IS NOT THE RADIATOR FAN....
