Sometimes if the bulbs are of different make or vintage, the sensor will detect a difference between the bulbs, and assume one is bad. I would double check all of the bulbs to make sure they work, and then just move each around in the socket to assure good contact. If still there, replace both brake lamps, and hope it goes away. At least you will know that the bulbs there are good.
