ight because it can't find a completed circuit. The most common cause is the front impact sensores lack of ground. On your 91 the circuit plugs directly into the sensor eliminating the troublesome connector pigtail on earlier models. track 1: disconnect the battery negative lead at the battery. with a good digital ohm meter check the ohmage between the sensor body and ground. If ther reading is above 5 ohms remove the sensor (torx T-27 tamper proof) clean with 400 sandpaper both mating surfaces and reinstall with a small amount of transistor heat sink paste. Your saab dealer, if he is any good, will reset the SRS diagnostic code for free. Disconnect of battery will NOT do it. Track 2: failure point is the steering wheel turning tape. This is a bit more complicated and requires a diagnostic inspection and a new part. Track 3: Is the basic diagnostic box under glove box but these rarely give problems. My thoughts are corrosion at the front sensors is your problem. Good luck Ed
