Why '98CSE uses MY97's Engine ?

I'm going to buy a 98CSE and finding that the engine's block stamped 06-97. Is this normal for this MY or it tends to be the that the engine was swapped ?
Another question, how should we know if the aut. transmission was swapped before or not? And how to test it to find the problem?
