steering column seems loose

The steering wheel seems to have a lot of travel play. I can lift the wheel up and down or left and right maybe 1/4 to 1/2 inch in either direction. Also, if you turn the ignition off, you can't restart it unless you take the key out and turn it over. Don't laugh, I'm serious!
I took the plastic cowl off under the steering shaft, but nothing seems out of place or able to be tightened. It's more like there's a busing or something gone.
Any suggestions?
