When I lived in Northern VA, I had the exact same experience. S & S in Warrenton would do a band adjustment, and that was it. And, I am not sure they did it right.
You left one important item off your list, and that is governor seals. Mine went 2 days before I was moving and no one in the DC area would touch it. I ended up getting them fixed where I am now for $100. Which was pretty much $2,900 less than I was quoted in DC.
You might consider Aamco for a job which is not a rebuild. I have replaced the accumulator spring myself, and it is not that difficult.
