The Brake Fluid light action seems perfectly normal for a car of your vintage. I don't think you have an ABS pump problem.
The only way to check the diodes is out of the circut. The diode between pins 14 and 1 is in parallel with the ABS pump motor. So even with the diode out of the circuit, you're measuring the resistance of the pump.
I'm putting my money on a bad wheel sensor. The fact that your dealer doesn't have an ISAT, and apparently is clueless with the Tech-2 says find another dealer. Was there really no codes to be read?
There are a few other checks you can do. Disconnect the ABS box, and read the resistance of each sensor at the connector. The wheel sensors should read between 800 and 1400 ohm. Jack up one wheel at a time and spin it at about 1 rev/sec. It doesn't have to be precisely that speed, just spin it. With your voltmeter set to volts AC, you should see at least 0.1 volts. The pins at the ABS controller connector are:
Left front - 30 and 48
Right front - 29 and 47
Left rear - 28 and 46
Right rear - 27 and 45
