I'll bet you see this when you first start the car. You'll see dampness right at that seam, and possibly even little water bubbles. The water will turn to steam in a matter of seconds, then no signs of water.
This is normal. You don't need to do anything.
Combustion produces water vapor. When the engine is cold, the water vapor condenses on the first cold object, which is the turbo, if even for a very short time. There is a small gap that the water is forced out of - that produces the bubbles, wetness, and steam. Once the turbo heats up, the parts expand, and that seam seals itself. Nothing you need to do. If you did tighten the bolts when cold, when the parts heated up and expanded, you'd be stressing the bolts.
