They are two different names for the same thing. They do the same job, but are controlled slightly differently. The APC valve was fitted to earlier cars that had the original APC turbo control and the later BPC valve was fitted to cars with Trionic engine management. There was an intermediate system for a short while and I have no idea which valve it used.
Many people use the terms interchangeably, since both valves do the same job in such a similar way.
Each controls the turbo using the three rubber hoses and each is driven electrically by the engine control system. Either valve can be found in the same location on top of the radiator, on full-pressure turbos only. Light-pressure turbos do not have the valve. Nor do non-turbos, naturally.
