Volt drop occasionally, need help!

Just bought my 98CSE and notice some strange.
Normally Volt reading from EDU is well around 13.8-14.2 V.
But , occationally, it suddenly drop to 12.5 or 13.0.
I noticed that because I have heard the sound from ventilation fan in cabin when I turned it on make lo-frequent sound when volt dropp happen.
I obsearved this one that it's gonna happen for every 30 or 1 min.
So, what should I check for this trouble. I asked the previous owner that she just has a new battery 2-3 month before and no else.
I ask a mechanic (not a dealer) , he states that I should ground the battery by using another wire. Is it gonna work ?
Any advice is very appreciate.
