Wierd Fan Steps , Need Help!!!

Motor fan of my car kicks in the Hi speed with only Temp gauge at 8.30 O'clock. To say , it's no Lo speed at all before Hi speed works!
I know this because I noticed the noise from the fan is really hard like it isn't in the lo speed step. So, I test by pulling out the Relay Fan / Lo speed , but the fan is still running. But, after I pull out Relay / Hi speed , it stops.
Anyway , temp gauge NEVER go over 9 O'clock in all situation. I think that at that temp , it should be running with Lo speed.
I have no idea about causes the problem since I've just own this car at the end of last year but just knew this problem yesterday.
So, what should I check for now ? Wiring , thermo sensor , etc?
By the way, I can't see the thermo sensor unit just like my old MY93 at radiator. Where should it be for this MY.
