To answer your question-
With no turbo, the car isn't just no faster than a non-turbo Saab. The engine is designed to work with the turbo, and without it, it would be near undriveable.
That said, before you panic, get a diagnosis. If the bearings in the turbo are indeed failing, you would get significant smoke from the tailpipe, but you wouldn't get smoke in the engine compartment. If the bearings have indeed gone, a rebuilt turbo is in the $400-$500 range.
Smelly smoke can mean a lot of things - you could be burning oil or coolant. Burning oil is bluish, coolant is whitish. You just might be leaking oil or coolant, and it's falling on hot exhaust parts.
There are a lot of things that it could be, given the limit description. Before you write the car off, make sure you get a diagnosis. It would be silly to go through all this excitement to learn you had a leaky heater hose.
