Whoops sorry 'bout the too quick send there.
As Eric states you have come close to the problem. If there is voltage on both sides of a resistor which is the same this indicates the resistor is good and there is something on down the line (motor?) which has opened the circuit. If the fan were running properly there would be voltage developed across the resistor and not running, i.e. no current flow, there is only nonrestricted potential and you would see same V (or E) on both sides of the resistor. If it was bad (open [never have I seen a shorted resistor that survived to stay shorted they usually burn open quickly])there would be no voltage on the load side.
