If you have the panel off the door, pull apart the connector at the
regulator/motor. Test for current there - don't just check for voltage
because if there's a bad ground, somewhere, you could have
voltage but not the right current. If there's no voltage or current
there, start working your way back to the switches.
It's been my experience that the connector that runs through the
door jamb is a major problem area. I think moisture/rain may
occasionally get to this connector and cause problems. There's
a bayonette-type of latch that has to be pulled-out before the
connector will come apart - be careful not to let one of the halves
fall back into the jamb. Give a healthy does of WD-40 into both
halves of the connector, and carefully put the two halves back together. The power and ground are the two largest pins in the
connector - one's at the top, the other is at the bottom. I use a flat-bladed screwdrive to hold one half against the jamb, so that it wont fall back inside, and slide the bayonette lock back in place.
