first step is 90 C second step is 110 C but the second step hardly ever comes on down here is south Florida (ambient 35-37 C) however the R-134 must work harded but has less heat transfer capability so theoretically should run slightly cooler. If you are running near red suggest you drain flush radiator. Remove the fan switch and polish off surface facing coolant. An oxide coating builds up there causing a slight reliability problem and higher switch on temp. Personally, I run a 89-92 C thermostat and find my car performs much better albeit hotter-about 10:00 on indicator. It runs near red when first starting but soon as the thermostat opens, it settles down to a good temperature with low speed fan usually off until I slow down or stop, then it comes on when parking. I'm still running R-12 and cooling is great. I believe you should clean out your cooling system first then see what happens.
