The fog light relay is grounded through the high beams output. So, when the high beams are off, the relay grabs ground through the high beam filament. Once you turn on the high beams, the fog light relay now sees 12-14V on it's ground terminal, and it shuts off.

As I was experimenting with various kinds of driving lights on my car, I rewired it so that the fog lights could be on at any time (still only with the headlight switch on, though). They really aren't much use with the high beams on, as many people have pointed out, but I like to keep the option open, because in my car, rewiring requires me to take the glovebox out. :)
