This one was dead and no pressure at all, almost no braking power.
The pressure switch was bad,(to begin with ) after that, the pump started but wont shut off.
The reason for that is that the pump is weak enough to not reach the high pressure limit when the pressure switch should turn the pump off.
So that could be the case for you too. An accumulator will not help, but could be needed too since you mentioned that the light came on when heavy braking.
It's possible to convert to non ABS, but you need to find a donor car to pick all the lines,booster and master cylinder from. And if your car is a turbo, you also need to get the non turbo brake calipers from an 86-89 9K or a 900. The Turbo brake calipers don't work with the non ABS brake master cylinder.
The price tag on this car repair is around $2000.00 and includes both front wheel sensors.
