Brake drag with new pads & discs - normal? (a bit long)

Last weekend I replaced (among other things) the front pads and discs on my '88 9KT. Discs are Balo, pads are PBR Deluxe. While rotating the tires last night I observed that the wheels do not spin freely and the pads are clearly pushed somewhat snugly up against the discs. It's not super hard to spin the wheel, but there definitely is some pad to disc contact. This being my first SAAB brake job, I'm wondering, since both the pads and discs are new, is this normal? After installing the pads, I flushed the brakes (all four calipers) and found a bit more air (and water) than one would hope to see. This leads me to suspect this may be a caliper piston binding issue (although the pistons seem to move just fine) since it's clearly been a while since the brakes were bled. While the calipers were off, I cleaned them up real well. The slide pins and their corresponding holes were cleaned and the pins lubed well with copper grease. As a side note, it only took 1 litre to flush the brakes with the reservoir topped up to MAX - unusual? TIA
