I beleive you are correct in that the OBD2 standard was built upon the OBD1 standard. There are a number of protocols with Euro cars and Chrysler products being built to ISO 9141. Ford and GM use different communications protocols (SAE J1850 PWM and SAE J1850 VPW respectively). But regardless of the protocols the OBD2 standard calls for a subset of the codes to be used for all manufacturers for certain conditions. It also calls for a given code format even for the those codes allowed to be used at the manufactuers discretion for other purposes (climare control, ABS, etc.). I've included a site that I have found useful that you might find interesting. Although the OBD standards were driven by US EPA directives, it would be intersting to understand how "foreign" manufacturers are using the standard to assist service folks especially in those markets not requiring adherence to that standard.
