If the hoses are ok and you cannot hear the motor the problem might be also the switch on the steering column. I had similar problem as you, wipers (windshield and headlight) did work, but no fluid as the pump didn't give any signs of life...
I tested the switch, by connecting the contacts behind the switch. On Townsend site you can find nice description about the wipers (with wiring diagram) http://216.78.172.244/electrical_system_folder/9kwiper_wiring.htm
I took the switch out of the column (easy) and opened the switch. It kind of "slides" open. If you do this, be careful not to brake it! When you are looking the switch you can see how it "slides" open... You don't need to take the arm off to open it. The switch inside is amazinly simple and despite my beliefs no springs did jump away while I was opening it...
The contact that drives the flusher motor was a bit oxidized and the long arm of the copper spring a bit bent. I cleaned the contacts with smooth sand paper, put a bit antioxidation grease, bent the spring and put the thing back... I even tried to "bake" the spring (placed it on on hot place) so that it would not be bent again.
Switch works for now (a bit more than month), but I'm not really sure how log does my "patent" correction work (knock, knock on the wood...). I just wanted to save some money and try something new,,, this saves, if you don't count on your labour.
Of course this kind of repairs are not fully illustrated and described in any manuals. So if you decide to try,,, you should really know what you are doing!
